To understand the level of civilization in a region, there is a very simple way: just look at the staff of the power organs in this region, especially those staff at the peak of power. Look at two aspects of these staff: first, whether they know clearly and often mention the source of their power in public; second, whether they will cautiously respect the boundaries of power in their hands, or will continue to try to expand the boundaries of power in their hands.
