Whether it's a region, a country, or an industry, if the judgment is based on people rather than the issues themselves, then there will inevitably be widespread corruption—up to 100%. In other words, "targeting people, not the issues" is the hallmark and label of corruption!

不管是一个地区，还是一个国家，还是一个行业，只要评判依据是人，而不是事情本事，那就一定存在大体量的腐败，体量大到100%。换句话说"对人不对事"就是腐败的标识和标签！
