要确定一个地区(地方)是处于什么样的发展状态(是向好的方向发展中，是处于固步自封的停滞中，还是处于倒退中)，其实很简单。看这个地区的制度(代表当地的高层)和当地底层民众的思维方式就行了。
如果这个地区的制度是否包容，不管是在政治方面还是经济方面，还是其它什么方面。能容得下不同的立场、不同的角度、不同的声音，才有可能创新，有了创新才有可能发展。反之，则整个社会就会处于一直重复过去的死循环当中，社会是无法进步的。
而社会中的普通民众如果对创新是持欢迎态度的，那么这个社会是还有救的，但是如果民众也是“循规蹈矩”的，那么这个地区就是不可能处于发展之中的。
两者相加，都喜欢不同的立场、不同的角度、不同的声音时，这个地区肯定是欣欣向荣的，而一旦都不喜欢创新时，这个地区无疑是处于倒退之中的。


Determining the state of development of a region (or area)—whether it's progressing, stagnating, or regressing—is actually quite simple. Simply examine the region's institutions (represented by the local leadership) and the mindset of its grassroots citizens.
If the region's institutions are inclusive, whether politically, economically, or elsewhere—if they can accommodate diverse perspectives, angles, and voices—then innovation is possible, and only with innovation can development occur. Otherwise, society will be trapped in a vicious cycle of repeating the past, unable to progress.
If ordinary citizens in a society welcome innovation, then there's still hope for that society. However, if they simply "follow the rules," then the region cannot possibly develop.
When both are combined—when diverse perspectives, angles, and voices are welcomed, the region will undoubtedly thrive. However, when innovation is rejected, the region is undoubtedly regressing.
